This can happen for two reasons. The first is that the liner is too wet when you apply the lashes. Let it dry a bit longer before applying the lashes. Eyeliner should be applied to both eyes for better effect.

The other reason is if you have a lot of lotion on your eyelids or have naturally oily eyelids. To fix this issue keep the eyes dry locally.
